A Nuclear Deterrent

So - in "the U.S. government's first-ever effort to use trade sanctions to personally aggravate a foreign president" - we're apparently withholding cigarettes, motorcycles, jewelry, and mp3 players from Little Kim. Why do I think this is absurdly pointless?
